The best waves I have ever seen were in Manuel Antonio, Costa Rica. I went there on a trip with my College in 2003. Aside from Costa Rica being the coolest country I have ever been to the waves there were incredible.
We didn't have boards with us because we weren't allowed to bring them on our trip. But we found a cool Teco on the beach who rented them for 10 dollars for 6 hours. We were in business. Manuel Antonio is on the pacific side of Costa Rica. The water wasn't as pretty as the Caribbean but the waves were massive. Total double overhead wave madness.
I would definitely recommend surfing there. You certainly won't be alone and it is a lot of fun both in culture and in wavage.
